They are a happy bunch in there. 
They do have a person that speaks English, but you have to push them hard and may wait a long time. We have found you have to stand your ground and refuse to move till they get someone to help. Or push for an appointment in one of the little rooms to the right and tell the receptionist it's important you speak to someone. Once in there you will usually find they are more helpful away from their workmates.
They do have 1 day a year for English when it's time to fill in your tax forms so they do have someone, but like I say they are a happy bunch.
