It could be worth asking some other people that have had a problem with him if they would back you up if you went to your local gendarmerie, though I would still go to the Mayor first as it's only fair to give them the chance to advise. Plus I would mention that you have thought of involving the gendarmerie, that may push the Mayor to do something.
As for the attacks taking place out of site, it may be worth investing in a little body camcorder. I've not used one myself, but a quick look on Amazon shows some that look reasonably priced. It may be worth the investment just to get some footage to show the Mayor or Gendarmerie.
It's a shame there are people around like that, but it's a little reassuring that it's not just Brits and shows that there is a problem that needs sorting before it escalates.
