I just work on the assumption that's it's ⅓ electricity used, ⅓ for the privilege of being a customer and ⅓ tax  

Going back to your original point, I wonder if February being the shortest month had an influence?

So true and it's the tax that really gets me roiled.  That is interesting about short February.
